EOSCpilot’s Contributions to EOSC Governance

With plenty of stakeholders expected to rely on the European Open Science Cloud in the future, it became clear that governing the EOSC and ensuring neutral and transparent management will be of great importance for its success. Through its engagement with future EOSC actors, EOSCpilot provided a governance framework that became the basis for the current EOSC governance structure we see today and a minimal set of rules of play was proposed.

During its almost two year of existence the EGDF has provided a forum for the EOSC stakeholders to discuss, share ideas, provide feedback and make their voices heard. Webinars, workshops and other activities have been of interest to numerous people representing different stakeholder groups. The insights and comments from the community have been extremely important and valuable when drafting and compiling the Governance Framework and the Rules of Participation. This interaction with the stakeholders can be seen as a key factor for the acceptance and fast adoption of the EOSC, its governance and its services.

Governance Framework

EOSCpilot has delivered a stakeholder-driven governance framework for the long-term management and oversight of EOSC (post-2020).

At present, there is already in place an interim governance framework provided by the EC Staff Working Document that will be in effect up to 2020.

Despite the differences, there is a clear evolutionary path between the model in the staff working model and the longer-term model described later in this document, with the Stakeholder Forum evolving to become more independent and able to take a stronger role in determining the direction of EOSC to ensure that it that it meets its users’ needs, and, for the working groups as they move from an implementation focus to move across under the remit of the Stakeholder Forum to ensure independence between the advisory and delivery roles.

Minimal Set of Rules of Participation

This deliverable outlines a minimal set of Rules of Participation for Service Providers and Users in EOSC, and aims at feeding decisions within future discussions on EOSC Governance.

The proposed organisational Rules of Participation for EOSC embrace the principles of openness, transparency and inclusiveness. They have been designed after deep analysis of widely accepted working practices in already established European infrastructures and organisations, and iterative consultations of EOSC Stakeholders.

For service providers:

Main recommended Rule of Participation: EOSC services shall be registered in an EOSC compliant or compatible service catalogue visible to the global EOSC gateway.

  • Access costs and charging model
  • Quality of service
  • Relation to users

For users:

  • Data sharing and sustainability
  • Acknowledgement of use of services accessed through the EOSC gateway
