Private sector users should be considered stakeholders in the EOSC as well as participants from the start. By participating, private sector may want to invest in the long-term development and sustainability of the EOSC, along with the public sector and not just serve to exploit public data for free. Considerations such as access for non-scientific actors as well as non-EU/associated countries researchers should be addressed as well

There is also to consider the legal framework, expecially the EU copyright reform, debated in the european Parliament. What about the chances for private sector to participate in EOSC, if - for example - the current proposal for exception for text and data mining (art. 3 of the proposal) only for "research organizations" and only for "the purposes of scientific research" should pass?. Couldn't this proposal discourage the private sector to invest in EOSC?

Please consider delivarable D3.3 on Policy for more detail. Private sector participation may have an implication on the operations model for EOSC and the ease by which public sector customers can consume services. By all means involve the private sector but only when you are satisfied of the implications in procuring EOSC services for public sector users.
