GOVERNANCE MODEL AND DECISION FLOWS
The EOSCPilot Governance Framework proposes a three-layer governance model based on that in the EOSC Declaration. Users (Consumers), Providers and Intermediaries of EOSC Resources would be represented in the Steering layer; Funders and Decision Makers in the Strategic Layer, and the Executive layer would have responsibility for ensuring the EOSC met the user and strategic requirements.

STAKEHOLDER FORUM
The stakeholder forum is key to determining the requirements of the EOSC, its Principles of Engagement, to make proposals, recommendations and other guidance to the Strategic Layer, and to report on the effectiveness of EOSC to the Executive layer.

STAKEHOLDER FORUM ORGANISATIONAL STRUCTURE
The Stakeholder Forum should consist of multiple sub-forums representing the interests of Stakeholder Roles of Consumers and Providers, including those in the supplementary role of Intermediaries. Whilst these might have their own working groups, it is important that there is also cross working between these stakeholder roles.

DELIVERY MODELS
EOSC Resources will need sustainability and financial models. For EOSC resources (including Core resources) which would be expected to be free at the point of use this will require compensatory funding mechanisms. It is also important that there is funding available to incentivize new resource development and evolution.
